 What does regulation 14 enforce? 
 
The parameters of Regulation 14 require that:

Outside ECAs, the maximum limits for sulphur content of the fuel oils are:
• 3.50% on and after 1 January 2012.
• 0.50% on and after 1 January 2020.

The 0.50% limit is subject to a global review of the availability of such fuel oil.

The review must be completed by 2018 and may recommend the postponement of the 0.50% limit until 2025.

Inside ECAs, the maximum limits for sulphur content of the fuel oils are:
• 1.00% on and after 1 July 2010.
• 0.10% on and after 1 January 2015.

The SOx requirements under Regulation 14 of MARPOL Annex VI are illustrated in Figure 2.
